More questions than answers in Tallinn sales tax

The rumors I've heard is that this tax will not be implemented in the end. While Estonian law allows for implementation of this type of tax, that law is pre-EU. Since then, there are some EU directives (regarding free movement of goods and services) that don't allow this type of tax, so it will be struck down on that basis.

In general, I think Tallinn was short-sighted in that the expected revenues from this tax is around 300mln EEK/year, which isn't much when considering the enormous costs to both the government (to implement, collect, and police this) and retailers. It would be much easier to raise some other tax (like property tax, since it's already being collected and the system is implemented) or just cut spending (a much better idea).
