The storm Patrick that ravaged Estonia this week with winds in excess of 30 km per hour, leaving almost 100,000 households without electricity, triggering 600 rescue operations and forcing trucks off the road challenged the Estonian rescue capacity.

Raul Suits from the Rescue Services Board said that in his 20-year history this is the third storm of such magnitude. Estonian state power company Eesti Energia re-assigned all its normal customer service hotline operators to handle emergency calls.
