Census puts population of Tallinn at under 400,000

One surprise in the recent census was that, while according to the census, there were 392,331 permanent residents in Tallinn, the population register says there should be 416,539 people as of May 1.

The difference is more than 24,000 people.

Priit Potisepp, head of Statistics Estonia, says that the difference is due to the fact that the population registry is poorly administered.

“One of the problems in Estonian census is that a large number of people do not live in the location where they have been registered,” said Potisepp.

He added that people may register themselves as residents of Tallinn to ensure that their child can go to a specific school, for instance.
